Halo 2 skulls

I got a guide of the skulls in Halo 2 and it said that for all the skulls you need to play on legendary I think this is not true because I found and used the blind skull on easy. And when I went to get the envy skull I jumped on the block then on the top of the door then on the ledge to the left and then when I tried to get on the last ledge I couldn?t make it so I threw a plasma grenade and timed two seconds and jumped at the cost of my shield and one grenade. And when I got up there I didn?t see any dancing elites or a skull.
