Anyone know what the risks are to the seller of selling a car minus
RWC? Any experiences?

Is a detailed, signed and witnessed receipt of purchase sufficient to
prevent the seller from copping the fines if the new owner doesn't
complete the transfer of ownership forms?

have the receipt detail what time/day date change over occured. you sign a copy (for the buyer to keep), have the buyer sign a copy (for you to keep)

Considering you're supposed to remove the plates and take them to Vicroads, you
won't be liable from the date you do that. Just make sure you do that before you
hand over the car.

Don't know what state you're in, so it may be different elsewhere.

Take the plates off and arrange for the purchaser to retrieve them when he has a RWC.

Perhaps, but you'd have to argue it in court if the new owner refused to pay
them.

It's actually against the law to sell a registered car without a roadworthy
certificate in Victoria unless an application to have the registration
suspended is completed, and the number plates handed into a Vicroads office
for the new owner to collect.

All the "private" paperwork in the world isn't going to get around this, and
if a shitfight happens you end up copping some shit yourself....

In NSW, you simply complete a notice of disposal (there's one
attached to rego renewals, they are available at registries or
on line) and lodge it at a registry.

The notice of disposal requires the buyer's licence number or
dealer's licence number, so you have to sight the relevant
licence before completing the transaction.

I just bought a car in Vic, got the transfer form done and went into vic
roads today and handed it over with the money, minus the RWC, I now have 30
days from today to get the RWC and I can still drive it around, if I don't
get it in 30 days, they then send me a letter warning me of inpending
suspension of rego, after another 30 days they send a letter advising of the
suspension.

No problems at all because to sell it without a RWC you have to sell it
without rego/plates, you just hand the plates in and fill out a notice of
disposal, and claim your rego balance back.

I sold my VL without rwc.
All you do is remove the number plates and have the buyers details and a
receipt.
Take the plates into vicroads and get a refund.
What the buyer does with the car is his business.

on the form for ACN of incorporated company who bought it...
