Offer excludes prepaid customers, or about 40% of the Optus user base.
Tight bastards.

Dunno where you are, but its quick to get through to RACV here, little to no
waiting

RACV does have the SMS option.
From http://www.racv.com.au/members/impaired.asp
Roadside assistance for deaf, hearing & speech impaired.
"All deaf, hearing impaired and speech impaired RACV members can contact
RACV for roadside assistance via SMS messaging, provided you have registered
to use this service. "

The RACQ in Queensland is usually pretty quick to get in contact with,
unless there has been rain (people leave their lights on and/or get
flooded). The queue in a storm is bad too, first call most people make
when they return to the sight of a tree through their car is to RACQ.
That said, depsite the fact it's not available on prepaid, it's still a
nice gesture. After all, is it Optus' fault your car breaks down?
