Do the official Xbox forums correspond to public Usenet groups, or are
they an HTML-only interface? Just curious.

Basically, this means that you shouldn't expect any response from any
Microsoft employees, nor expect that they read this forum at all. Of
course, there's the strict possibility you didn't expect either of those
things in the first place.

If you want to keep conversing here, feel free to do so. I'm not going to
get rid of any newsgroup that has an active community.

Well, the posting does look like it was internally made so that would limit
it to an internal employee. Ideally they should not have posted just using
the name "Microsoft" - there are guidelines we are expected to follow when
posting in public newsgroups which this poster appears to have missed.

However as John replied - as long as there is still significant traffic on
these groups they will not be removed just yet.
