There is a two-step process and its not always followed.
One - point of sale.
The law states that ID must be provided. Almost always I have been asked for
ID.
Two - point of connection.
The law states that ID details must be provided. However it is impossible to
verify those details *to any great extent*
Ocassionally carriers become aware of large numbers of services connected
with incorrect customer details.
Sometimes a sweep is done, an very large numbers of services are
disconnected. The affected "customers" must then prove their identity is
correct in a store, to regain the service (very very few bother)
