Has anyone had any experience in reducing the outlet pulsing noise of a
Roots-type supercharger that's discharging into a pipe (as opposed to a
large volume intake plenum)?

the noise in the discharge pipe? how did you get your head in there to
hear it?

You can hear it 10 metres away. Apparently it's also common on positive
displacement industrial air compressors.

Thought about a decoupler?
As seen in marine diesel air intakes.
And Cressidas amongst others.
These are designed for partial pressure, not high pressure, but you
get the idea?
Seem to recall it interrupts the harmonics involved, as well as
working as a surge tank and needs to be a certain size and shape, for
each application.

Yes I have looked at this option but space is tight. I was hoping someone
could tell me what they did and how well it fixed it...

Lancia didn't have a big plenum, the puffer was mounted direct into
the inlet manifold,
