Just noticed this on eBay -

Was curious as to whether or not this is legal?

This listing (452953183) has been removed by eBay. Make sure that you've
entered the item number correctly.

That'd be a first when Ebay was acting lawfully voluntarily.

whether it's legal or not(I don't think it would matter much on an
unregistered rolling shell)
removing the plates is probably the only option other than having them
stolen
you can steal the body but without those plates it would be worthless
