What I heard is, they're illegal but not policed. The rationale was, it's
still 'being in control of a motor vehicle while using a mobile phone'.

We had this argument at work and the legal outcome was that they are illegal
to answer, dial or text on. But if a call originates while your pulled over
that was okay.

Phones are duplex comms.
Conversations with passengers are by and large not the same.
Nor are PTT conversations on two-way radio, used for years by police
taxis etc etc.
Duplex conversations are extremely taxing to the intellect and ability
of anyone trying to drive a vehicle of any description at the same
time.
Worth a try...
Simple test - get out there and yap on a mobile for a few Kms in
suburban heavy traffic, and then try and recall everything that
happened on the road during that period.
Not a chance.
Do the same routing without the mobile, and there'll be a difference
in recall in favour of the no-phone drive.

I don't like using the phone whilst driving (built in hands free in
truck which is 100% legal) but I also don't find it reduces my
concentration level to the point where it may be dangerous.
I don't have any deep and meanful conversations with anyone on the
mobile though, I just take a message and call people back.
