Menu Bar in Windows Explorer AND IE - gone!

I was recently trying out a product called "jv16 Powertools" and I
believe it may have messed up my windows & internet explorer partially.
I also recall uninstalling the "red swoosh client" and it had asked to
close out all open IE windows, so I'm not sure which one did it.

Basically, the entire menu toolbar is gone. It's not hidden or anything
like that, it's just gone.

I've tried doing "sfc /scannow" and going to winnt/inf/ and
right-clicking on ie.inf and clicking install, and neither of those do
anything. I have also tried the registry solution where you are to
remove the itblayout registry entry, but those aren't there to begin
with.

I'm running XP SP2.

The same kinda thing happens in IE, except there isn't the big white
space, there is no placeholder for the menu bar at all.

Also - I tried installing the IE7 Beta2 tonight, hoping that would fix
things, but even that is missing the menu at the top, I was able to get
a menu in IE7 by right clicking on the toolbar in there and selecting
classic menu. But not exactly a fix for my problem.


Anyone have any ideas?

No particular order here.

You will have to try these in both Internet Explorer and Windows Explorer.

Try Alt + Spacebar and select Restore.
or Alt + Spacebar + R.

Try Alt + V, point to Toolbars and select Menu Bar.
or Alt + V + T + M.

Also the File menus could have been removed do to Group Policy and/or a
registry setting.

Open the Registry Editor...
Start | Run | Type: regedit | Click OK |
Navigate to >>>
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\
Policies\Explorer
and/or
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\Curr entVersion\
Policies\Explorer
Value Name: NoFileMenu
Value Type: REG_DWORD
Value Data: 0 or 1
0 = The File menus are active.
1 = The File menus are removed or disabled.
NoFileMenu not listed in registry = The File menus are active.

If XP Pro, use Group Policy...
Start | Run | Type: gpedit.msc | Click OK|
Navigate to >>>
User Configuration\Administrative Templates\Windows Components\
Windows Explorer\
Remove File menu from Windows Explorer
Set to: Not configured

Remove File menu from Windows Explorer
[[Removes the File menu from My Computer and Windows Explorer.

This setting does not prevent users from using other methods to perform
tasks available on the File menu.

Removes the File menu from My Computer and Windows Explorer, and disables
the File menu in Internet Explorer.]]

Any other painless suggestions without having to do something drastic?

From the screenshot, it appear to me that a vital DLL (might be
browselc.dll) is corrupt. See if running SFC /SCANNOW helps.

Ramesh is right, you have a corrupt or missing file...browselc.dll

Search your computer for the file and there should be another in an
unistall or service pack location...either way copy it to your
windows/system32 directory, reboot, and your menu bar will return. I
know because I just did it!!

I just tried that and still no luck. I had to reboot into safe mode
(command prompt) to copy over the existing browselc.dll in the system32
folder. I replaced it and the one in the dllcache, and still no menu
bar.

SFC /Scannow does not doing anything either. It shows that it's
scanning the system files, but the window disappears after that and
does nothing.
